Encouraging Good Neighbours Campaign & Cartoon
Neighbour disputes make up the majority of anti-social behaviour (ASB) complaints received by East Kent Housing (EKH). Working with tenants who had been involved with ASB cases, an innovative and creative ‘everybody needs good neighbours’ campaign was born.
A central part of the campaign was a cartoon community that featured eight neighbours living in a fictional block of flats. The characters, matched the profiling information of EKH tenants, and their personalities, names, homes, clothing and even hair styles were decided by members of the Tenants Communication Group and ASB Group who were involved with the campaign.

About our Good Neighbour Cartoon
Our cartoon features eight different characters which were developed by our Tenants Communications Group with local tenants to represent the different people who might live on a council housing estate, including:
- Joe, Jasmine and their teenage son Ben with his dog Gizmo
- Tammy and her young son Ollie
- Rose a single older woman
- Arthur a single older man
How the cartoon was created:
- Tenants on our Communications Group worked with Lucy Tuson, our Head of Communications to come up with the names, outfits and background characteristics of each character in the cartoon. These ideas were presented to the animators, Cave Creative who created the characters
- The cartoon’s script was written by Sue Harris, our ASB co-ordinator with the involvement of tenants on our Anti-Social Behaviour (ASB) Group
- A group of staff from East Kent Housing voiced the cartoon characters which were recorded at Canterbury Sound
- The Good Neighbour soundtrack which features at the start and end of the cartoon was made by Brainbox Productions
Good Neighbour campaign materials include:
- Good Neighbour Booklet
- Good Neighbourhood 'spot the difference game' available to present at community events
