Important changes to BenefitsFrom April 2013, there have been significant changes to the welfare system as a result of the Welfare Reform Act 2012. Many of the changes have started but some will not be fully in place until 2017. Around 1,200 council tenants from across Canterbury, Dover, Thanet and Shepway have been affected by changes to their Housing Benefit.
